City Dock Bulkhead & Boardwalk Replacement Project

The project involves replacing 975 +/- linear feet of deteriorated and failing timber bulkhead in the Annapolis City Dock area adjacent to Spa Creek. This is a high-profile project for the City due to its location and timing. Being located in the highly visited and utilized City Dock area, the project required coordination with the Annapolis Boat Show, Historic Preservation Committee, Mayor’s Office, and Harbor Master’s Office. KPA had to expedite the design process while still ensuring constructability of the details so that both design and construction of the project can be completed by early 2008 for the City’s tri-centennial celebration. KPA also coordinated with several highly-experienced marine contractors during the design process to collect valuable feedback on constructability, availability and cost of materials, and construction sequencing and expected durations. In addition to replacing the bulkhead, the project also includes replacing the existing boardwalk, finger piers, boat slips, docking platforms, and dolphins; reconstruction of Susan Campbell Park; Marina services; replacement and upgrades to the mechanical, electrical, and communication services for the boat slips; design of a new utility building; and all associated Civil/Site work such as grading, stormwater management, paving, etc.
KPA was the Prime Consultant responsible for completing the preliminary and final design phases of the project, with the final product being Bid Documents (Plans, Specifications, and an Engineer’s Estimate). Initially, KPA submitted a Preliminary Report that included cost and life cycle analysis for the various types of replacement bulkheads (timber sheeting, concrete sheet piles, steel sheet piles, etc) and boardwalks (brick, timber, composites, etc), along with our recommendations. KPA was responsible for preparing all permit application documents for the City to submit to the various Local, State, and Federal Agencies such as Joint Permit/Waterways, grading, stormwater management, erosion and sediment control, building permits and CA services.
